This plan provides guidance about:

  1. Emergency escape procedures and emergency escape route assignments for occupied campus buildings.
  2. Procedures to be followed by employees who remain to perform or shut down critical operations.
  3. Procedures to account for all building occupants after evacuation has been completed.
  4. Rescue and medical duties for those employees who are to perform them.
  5. The preferred means for reporting fires and other emergencies.
  6. Regular job titles of people or departments to be contacted for further information or explanation or duties under this plan.

I. Policy

Ripon College does not utilize an in-house fire brigade to respond to fire emergencies. Occupants are instructed to evacuate the building in the event of fire, to call (prefix) 911 to notify public safety agencies; account, for Fire Department information, for all people thought to have been inside to determine the chance that someone remains inside the building; to assist public safety agencies as requested, if appropriate; and follow public safety agencies directives.

II. Procedure

RACE is an acronym for the basic actions to be taken immediately upon discovering a fire:

  • R for Rescue
  • A for alarm
  • C for contain
  • E for evacuate

The order of the actions rescue, alarm, contain and evacuate are dictated by the situation. For example, if you are walking down a hallway and see smoke pouring into the hallway, the first step may be to yell into the room to see if anyone answers. The second step may be to close the door to contain the fire. Next, the building alarm would be pulled to notify all occupants of the emergency. Next would be assisting in evacuation to a spot away from incoming fire department traffic but near the scene so that head counts can be reported to the fire department.

Use of a fire extinguisher is recommended only if all of the following conditions are met:

  • The person has had training on fire extinguisher operation.
  • The exact location of an extinguisher is known to be nearby (don't waste time looking for one).
  • The fire was witnessed when starting (don't attempt to extinguish a fire in progress. It may be too big and growing too fast).
  • A certain emergency pathway to safety exists.
Evacuation Route Assignments:
  • Building occupants are instructed to evacuate the building via exit pathways that avoid the room(s) of fire origin.
  • Building occupants are to meet in a pre-determined meeting area for head count and instruction from Ripon College Administration or Ripon Fire Department.

Critical Operations

    1. Fire Involving mechanical or building equipment rooms may require that the gas supply be turned off. This will be done by City of Ripon Fire Department or Alliant Energy.
    2. Post-Fire Activities
      • Inspect for damage. If arson is suspected, leave the scene undisturbed for City of Ripon Fire Department investigation.
      • Responsibility of the Physical Plant:
        • Photograph the damage.
        • Restore the fire alarm system.
        • Check electrical system for faults.
        • Check for structural damage.
        • Evaluate the need for security or safety barricading of the area.

Rescue and Medical Duties

    1. Rescue and medical duties are assigned primarily to public safety agencies.
    2. Any person or people involved in rescue and medical duties are to observe procedures established in the College Bloodborne Pathogens policy.

Preferred Means of Reporting Fires and Other Emergencies

FIRE

  1. Anyone discovering a fire should pull the building fire alarm to alert all building occupants.
  2. The City of Ripon Fire Department must be notified of the fire location:
    9-911 from residence hall locations
    9-911 from all other buildings
  3. Notify the Physical Plant about the fire and location and if the Fire Department has been called. Dial 703 to connect with walkie-talkie.
  4. Call 142 to connect with office staff.
